I agree that it is undesirable in itself that the Postmaster General, should be liable to be taken away from his work to fill up any temporary vacancy in higher offices, I think that in the interests of the Colony the Postmaster General, should remain in that appointment as long as possible, and that he should be compensated for the absence of promotion to better paid appointments whether acting or permanent, by periodical increases of his salary.

There could be no objection to an officer filling the office of Postmaster General.
